Omar's Corner, May, 2013, State Aid Template Update for SB 1:
Late last week, the Conference Committee on SB 1 agreed on the funding elements to be used for
the 2013-14 and 2014-15 school years. An official Template for Estimating State Aid will not be
released until SB 1 has been signed into law. However, if you wish to model the SB 1 effects on
your state aid, you can make the following changes to the latest release of the state aid template
Release 3 dated March 19, 2013. (LINK to "Omar's Corner")
Note: Posting from TEA regarding 2013-2014 Optional Flexible School Day (LINK to Letter) and Optional Flexible School Year (LINK to Letter).
Note from Woody regarding 2012-13 LPE-DPE Template. The 2012-13 LPE-DPE Side by Side Template has now been posted on our Templates Web Page (LINK). I have updated template to reflect new Available School Fund amounts and Comp. Ed. Funding data..
Note from Woody: I have posted a 2012-13 Charter School LPE-DPE Side by Side Template on our Templates Web Page (LINK to Templates Page). This template uses TEA's Charter School "Estimate of State Aid Template" to calculate" projected" funding (DPE) based on six weeks attendance reports. A side-by-side comparison of current funding from TEA's School District State Aid Report (LPE) and "earned" funding calculated using attendance counts (DPE) is provided. The template is an "as is" projection based on current data. Remember, State Funding will adjust your current year funding based on these calculations.
Note from Omar regarding Template: A new template (release 2 dated 01/07/13 LINK) is now available for download. This template is basically the same as the previous Release 9 except that another year has been added. Also, a new tab labeled "Weights" has been added that will allow the user to run "what-if" scenarios on possible changes to law. The Effective M&O Tax Rate calculations have been updated to the 2013-14 school year as well.
Note from Woody: I have posted a Special Ed. Template on our Templates Web Page. This template will allow the district to enter attendance counts from the "Superintendent's Report of Student Attendance & Contact Hours" in order to calculate "earned" revenue for each instructional setting. Notice: Business Manager's Roundtable, October 18, 2012: Omar Garcia will be on the program.
Note from Woody: As a result of PK coding changes, our LPE-DPE Template will no longer need to back out 1/2 of PK attendance. (Exception: A student coded as ADA Eligibility Code "1" is in a 1/2 day PK program and a 1/2 day Special Program setting.
The revised template (LPE_DPE_FY1112_r4_wb4_SB1) no longer backs out PK attendance except for the PK students coded as "1").
Note from Woody: Posting your districts "Proposed" Budget and your districts "Adopted" Budget are still required. Please reference our templates page (LINK) for "Proposed " Budget and "Adopted" Budget Templates.
ESC 12 Transportation Work Sessions: Please reference our Transportation page for date and session numbers (LINK).
