New service from Region 12: If your district is financially proactive, this service will provide a level of comfort to confirm the accuracy of district calculations or reduce staff time by outsourcing the elements of data manipulations. The resulting reports are very effective tools for administration and the board to use in making prudent decisions. The reports are also excellent board reports. The service is similar to curriculum benchmarking. It is designed to determine during planned intervals the progress being made toward the fiscal year end goals. The benchmarks will allow early intervention by the district to redirect revenues, expenditures or use other strategies to meet financial goals. (Link to Financial Benchmarking Webpage)
IMPORTANT NOTICE State Funding: Pupil projections will be available in the Foundation School Program (FSP) Payment System Pupil Projections module to review and edit from today, Wednesday, October 1, 2008, through Friday, December 12, 2008. Any edits to the 2009 figures will be used to estimate the cost of settle-up and will not affect cash flow during the current school year. Finalized projections will be sent to the Legislative Budget Board to be used as part of the legislative planning estimate (LPE) for the FSP during the adoption of the state's budget for the upcoming biennium.
You can log on to the FSP Payment System from the following link: http://www.tea.state.tx.us/school.finance/fsp.html. Once you have logged on to the system, select Pupil Projections from the Programs menu, and select Projections Worksheet to view and/or edit the projection data.

NOTICE: Memo from TEA Regarding Transportation Report
The Foundation School Program (FSP) payment system will be available for input of the 2007-2008 Student Transportation Operations Report data beginning October 1, 2008. Due date for the report to be in SENT status is no later than December 1, 2008. In order to access the Student Transportation Operations Report the 2007-2008 Student Transportation Route Services Report must be in SUBMITTED (Approved) status.

Notice: Urgent Update regarding Dual Credit and State Funding The 2008-09 Student Attendance Accounting Handbook was published stating that a school district could not count students in attendance for state funding in dual credit courses if those students were charged tuition, fees, or textbook costs. Based on concerns raised by a number of school districts and a request by Senators Duncan and Shapiro, the agency has decided to delay implementation of that policy until the legislature has an opportunity to examine the issues related to dual credit. For the 2008-2009 school year, students who participate in dual credit courses in which students pay tuition, fees, or textbook costs will be allowed to be counted in attendance for state funding purposes.

Attention Chap 41 Districts (From State Funding) Please be hereby advised that it is imperative that you submit your information online using the New FSP Chapter 41 module if you have NOT already done so. Several districts have mailed paper copies and have received a response from TEA, however, we still need you to upload your information through the FSP module. Please remember that the deadline to receive the early agreement credit for option 3 contracts (Purchase of Attendance Credits from the State) is September 2nd, 2008. Your documentation for option 3 needs to be uploaded by this date. If you have any questions or concerns, please contact me directly by phone or email. The deadline to receive an efficiency credit for an option 4 contract is December 15th, 2008. All deadlines are listed in the 2008-2009 Chapter 41 manual. If you need assistance accessing TEASE, please contact Judy Crowley at 512-463-9238. Also keep in mind that each district needs to submit either a letter of intent or a signed options contract before adopting its tax rate for the 2008-2009 school year. Important Notice from State Funding: Extension of the 2007–2008 Bus Accident Reporting Survey all school districts and open-enrollment charter schools must submit a report of all bus accidents for the 2007–2008 school year to the Texas Education Agency (TEA) based on new statutory and rule requirements. The closing date for completion of the 2007-2008 Bus Accident Reporting Survey has been extended from July 31, 2008 to August 31, 2008.
