FUNDING INFO:
Round 8 - Continued (June
15, 2006) Application Cycle:
2006-07 IFA Funding Announcement: $50 million has been appropriated
for new awards in the second year of the biennium. The deadline
for consideration is June 15, 2006.
Previously eligible applications that were received by the June
15, 2005 will be retained for consideration, however, one of the
conditions for remaining IFA eligible requires districts to issue
the proposed debt (listed in their application) prior to December
12, 2005. In other words, applications that were received prior
to 5:00pm 06/15/2005 will be retained for consideration only if
the proposed debt was issued on or before 12/12/2005.
Remember: Applications must be submitted after voter authorization,
but prior to the date the bonds have been priced (or prior to the
date the lease is authorized by the board). Selling bonds before
submitting an IFA application will disqualify the bond issue from
being considered for any future IFA funding! In other words, if
you want your proposed debt to ever be considered for IFA, you must
submit an application regardless of the current funding status.
Districts should continue to use the current Request for Application
(RFA) until further notice. The RFA is required reading for all
applicants, and does include detailed application instructions and
forms. Frequently Asked Questions (FAQs) will continue to be updated

Instructional Facilities
Allotment (IFA) Paymenbt Report: This
report provides the detail by issue for the EDA eligible debt service
displayed on line 5 of the EDA Payment Report generated as an addendum
to the Summary of Finances.
Printed reports detailing the calculation of Instructional Facilities
Allotment (IFA) Payments will no longer be mailed. A new “IFA
Payment Report” has been added to our website under “School
District State Aid Reports” found at: http://www.tea.state.tx.us/school.finance/funding/sofweb3.html#ifarpt

Notice - The State
Funding Division is currently in the process of converting to a
new payment system. This transition will continue to take place
throughout the 2004-05 school year. In the past, school districts
that have submitted changes to the State Funding Division prior
to the 8th of each month could expect to see those changes reflected
on the Summary of Finance by the 15th of the month and in their
payment (if any) for that same month. Due to the implementation
of the new system, the deadline for submitting changes and corrections
has been moved to the 3rd of each month (or the next business thereafter)
effective immediately. Any changes submitted after he 3rd of the
month will be processed in the following month. We apologize for

Notice - Preliminary
2004-05 NIFA allotment awards have been posted on the School Finance

Notice - School
districts that are eligible to receive payments from the Instructional
Facilities Allotment program and the Existing Debt Allotment program
will be receiving their state aid payments for these programs during
this week and next week. We are currently working to develop reports
that will provide detailed information about how the state aid amounts
were alculated. These reports should be available on our website
within the next two weeks. Please know that we are working diligently
to put these reports together, and we greatly appreciate yourcontinued
patience as we work to getthese reports ready.
Notice Concerning IFA -
In an effort to respond to the findings
and recommendations of our auditors, the State Funding Division
of the Texas Education Agency (TEA) has begun an internal review
of all Instructional Facilities Allotment (IFA) files. During the
next few months school districts may be asked to provide documents
pertaining to previous, current and/or pending IFA applications
and amendments. Our goal is to maintain and standardize uniform
accurate records that would allow our office to more efficiently
service the programs. Please note, in some instances findings may
support a change in debt service schedules that could necessitate
djustments to awards.All required IFA forms and instructions can
be found under the “Forms”heading on the IFA Website
