The FSP System will be available for input of the 2010–2011 Student Transportation Operations Report data beginning October 1, 2011. The report must be in SENT status by December 1, 2011. To access the Student Transportation Operations Report, your school district must have its 2010–2011 School Transportation Route Services Report in SUBMITTED (Approved) status.
Before completing and filing the report in the online FSP System, please read the Student Transportation Operations Report instructions, available on the School Transportation Funding web page or at http://www.tea.state.tx.us/WorkArea/linkit.aspx?LinkIdentifier=id&ItemID=6506&libID=6518 (please note that these instructions dated for school year 2008–2009 are still current and effective through school year 2010–2011).

NEW: Bus Accident Reporting System (BARS) 2010-2011 BARS Survey Information:
EVERY school district and open-enrollment charter school must use the survey to submit its own individual report between July 1 and August 31. If no accidents meeting the reporting requirements occurred during the school year, your school district or charter school must submit a report showing zero as the number of bus accidents. If an incident involved a citation, your district or charter school must report the incident as an accident. For an incident that did not involve a citation, your district or charter school has discretion over whether to report the incident as an accident.

Change in School Transportation Allotment Prior-year Data Adjustment Program Policy:The Texas Education Agency announces a change in School Transportation Allotment program policy. Prior to this notice, school districts and charter schools could make prior-year data adjustments to their transportation reports for the 2001-2002 school year and subsequent years. Effective September 1, 2011, adjustments to school districts’ or charter schools’ transportation data may be requested no later than three years following August 31 of the state fiscal year for which the adjustments are sought. The School Transportation Allotment Handbook, effective with the 2011–2012 school year, will be revised to reflect this change.

Transportation Route Services Report Due Dates: The Foundation School Program (FSP) System will be available for input of the school year 2010–2011 Route Services Report data on June 1, 2011. The due date for the report to be in SENT status is July 1, 2011.
There were several significant changes to funding eligibility or reporting for school year 2010–2011. The Instructions for Completing the School Transportation Route Services Report, May 2011, document contains a summary page and additional details about these changes. Please review the report instructions before compiling data and filing the report in the online FSP System. 2009-10 Bus Accident Reporting System survey:This message is to notify you that, per statutory and rule requirements, your school district or open-enrollment charter school must report information on bus accidents that occurred during the 2009–2010 school year to the Texas Education Agency (TEA). Please forward this message to the person who is responsible for reporting bus accidents to the TEA for your school district or open-enrollment charter school if you are not responsible for reporting this information.
The TEA has created a web-based survey for you to use in reporting this information. It opens today, June 30, and closes August 31. The survey, as well as a PDF that allows you to preview the survey questions, is available at http://www.tea.state.tx.us/index2.aspx?id=7732&menu_id=645. |

NOTE:CHANGES IN TRANSPORTATION HANDBOOK FORM 2010-11:Beginning School Year 2010-2011 some significant changes will become effective regarding school transportation funding eligibility and reporting. A new Transportation Allotment Handbook effective SY 2010-2011 has been posted on the School Transportation Funding website at, http://www.tea.state.tx.us/index2.aspx?id=2147484107&menu_id=645. Please review the new handbook and make appropriate changes in preparing for your new school year. Please do not confuse these changes with SY 2009-2010 eligibility and reporting.

to document ridership for your Route Services Report.
Bus
Inventory and Fiscal Year Odometer Readings template (Excel spreadsheet) – This template is helpful for your Operations Report.
It calculates the deprecation value, annual amount and total mileage
for the school year.
