Schoolwide Positive Behavior Support Project
Project Description
Historical Background:
Established in 2001 in response to Texas legislation, the Texas
Behavior Support Initiative (TBSI) was designed to build capacity
in Texas schools for the provision of positive behavioral support
(PBS) to all students. The goal of PBS is to enhance the capacity
of schools to educate all students, especially students with
challenging behaviors, by adopting a sustained, positive, preventative,
and instructional approach to schoolwide discipline and behavior
management. This approach focuses on giving priority to teaching
and encouraging positive schoolwide behavioral expectations,
and increasing school capacity to support sustained use of empirically
validated practices.
The TBSI training modules assist campus teams in developing and
implementing a wide range of behavior strategies and prevention-based
interventions. These skills have helped educators establish schoolwide,
classroom and individual student level systems of support. The TBSI:
Schoolwide PBS Project is the first extension module of the TBSI.
It was developed based on needs assessment data collected during
the 2002-03 school year in the TBSI statewide training. The second
extension module, Interventions for Students with Severe Behavior,
will be available in the fall of 2004.
Project Purpose:
The TBSI Schoolwide PBS Project will provide in-depth campus
level core team training, materials to support implementation,
data collection tools, and campus level technical assistance
from education service center (ESC) staff. Campus teams will
learn how to implement a continuum of research-based schoolwide
positive behavior intervention strategies, as well as collect
and analyze data, and train other campus personnel on professionally
accepted practices and standards for behavior intervention and
prevention.
Upon review and acceptance of the application, districts/campuses
will enter into a collaborative agreement with the ESC. Participation
in the project results in a three year partnership, with the
first year involving intense training and technical assistance.
During the second and third years, the ESC will continue to provide
ongoing support for implementation of project goals. It is recommended
that multiple campuses (preferably vertical or horizontal feeder
patterns) from a district apply for participation. This will
facilitate long-term implementation and districtwide generalization
of project initiatives.
Each district involved in the project is to designate one or more
district level professionals to participate in the team training's
and assist with campus level implementation (district implementation
specialist). It is recommended that districts assign, at minimum,
one representative from general education and one representative
from special education to serve as district implementation specialists.
Campus teams consist of a campus administrator plus 4-7 additional
team members. Team selection should consider representation of
all stakeholders on the campus (i.e., general educators, special
educators, support personnel, parent, etc.). Campus team members
will receive trainings on schoolwide positive behavior intervention
strategies and data collection and analysis for program improvement.
In addition, team members will receive technical assistance to
support implementation of the strategies at the campus level.
District implementation specialists will participate in the team
training and extension trainings on districtwide implementation
roles and responsibilities.
Required Data Elements:
Campuses participating in the project must submit, at minimum,
the following data elements (baseline and annually for 3 years):
Discipline office referrals
In-School-Suspension/Discipline Alternative Educational Placements/Juvenile
Justice Alternative Educational Placements
PEIMS data (i.e., leaver rates, 425 Record, 435 Record, LRE, attendance, etc.)
Survey data
Project evaluation
TAKS/SDAA/LDAA passing rates
Data will be submitted to Region IV ESC at the designated time for statewide
compilation and analysis.
Responsibilities:
Under this agreement, the ESC agrees to provide the following
at no cost to the campus:
• Provide a minimum of 2 days of team training to develop skills in using
campus data to develop and implement a systemwide behavior/discipline management
plan (substitutes and/or stipends provided)
• Provide a minimum of 1 day of additional training for district implementation
specialists on mentoring, data collection, etc. (substitutes and/or stipends
provided)
• Provide a minimum of 2 days of on-site campus technical assistance
• Supply materials and resources to support implementation
• Make available telephone/e-mail technical assistance during the implementation
process
• Set up networking forums for campus teams
• Assist with formative and summative evaluations of the project
Upon acceptance into the project, each campus agrees to the
following actions:
Release team members to attend all designated professional development training
opportunities and technical assistance visits
Ensure attendance of all designated team members (administrator
plus 4-7 additional members) at all required trainings.
Collect, analyze and utilize required data elements
Complete project evaluation
Complete implementation activities
Implement research-based schoolwide behavior intervention/prevention strategies
Participate in and facilitate on-site technical assistance visits
Each district participating in the project agrees to the following
responsibilities:
Provide and support district-level personnel (district implementation specialist)
to attend designated trainings and assist with campus implementation (Recommend:
1 general education and 1 special education representative)
Project Participation:
Campus principals interested in participating must attend the TBSI:
Schoolwide PBS Project: Administrative Overview. At that time each
campus administrator will receive an overview of the project and
an application packet. Applications are to be completed and submitted
to the ESC representative by the designated timeline. Campuses accepted
for participation in the project will be contacted by the ESC representative.
